The Russia-Ukraine conflict is witnessing the emergence of a perilous new dimension, as individuals linked to the development of advanced drone technology, which is fundamentally altering combat dynamics, are increasingly becoming targets for attackers and suspected intelligence operatives. Industry observers recently highlighted this escalating trend.
Among the documented incidents, a car bomb detonated on August 4 near Yekaterinburg, critically injuring Vladimir Tkachuk, who heads the Russian drone manufacturer Uraldronzavod, and killing his driver. This was reported by the Associated Press, citing the Russian state news agency TASS. Uraldronzavod is responsible for producing the "Upyr," or "Ghoul," a first-person-view attack drone currently utilized by Russian forces in Ukraine.
Just days prior, between July 28 and 29, Andrei Cherezov, the director of another Russian drone company, was shot three times overnight in Tula in what appeared to be an assassination attempt, according to reports from the Ukrainian publication Pravda. Official sources have not publicly attributed either of these attacks to Ukraine.
An expert noted that when it's not feasible to dismantle distributed infrastructure, the leadership of drone manufacturing companies becomes a primary target. The expert elaborated that these assaults, occurring in Russia, Ukraine, and Germany, against founders, leaders, and engineers of defense and particularly drone-related firms, stem from the significant impact these technologies and companies exert on the conflict.
The rapid evolution of drone technology, often seeing substantial upgrades every 10 to 30 days, means that targeting a crucial engineer, founder, or product lead can immediately disrupt battlefield operations. Eliminating a specific engineer or leader has the potential to significantly delay an important weapons program and interrupt supply lines to the front.
International Scope of Operations
The targeting of defense industry personnel is not confined to the immediate conflict zone. German authorities have apprehended two alleged operatives suspected of conducting espionage for Russian intelligence, specifically monitoring a Bavarian drone manufacturer. Reports earlier this month, including one from Germany’s Die Zeit, indicated that this suspected operation involved preparations to target the company's executive, Stefan Thumann. This incident follows a reported plot in 2024, which was reportedly thwarted by U.S. and German intelligence services, aiming to target Armin Papperger, the CEO of Rheinmetall, a major defense contractor.
The Rise of AI and Autonomous Systems
As both Ukraine and Russia advance towards artificial intelligence and fully autonomous weapons systems, the engineers behind these technologies are acquiring even greater strategic importance. The expert emphasized that the trend in the Ukraine-Russia conflict points towards complete autonomy, with no human intervention, driven by the desire for increased speed and precision.
Artificial intelligence and total autonomy are considered major innovations for the upcoming 18 months. Therefore, a potential reason for increased targeted actions against industry leaders could be Ukraine's perceived technological advantage in this domain.
Targeting smaller drone companies represents a relatively straightforward operation compared to striking individuals within state-controlled weapons programs. This tactic is considered inexpensive and low-risk for intelligence agencies, yet it delivers an immediate impact on the battlefield, explaining its observed prevalence. The expert characterized this as a very interesting shift or tactic employed by both sides.
Differing Tactical Approaches
The expert highlighted distinctions in how Russia and Ukraine execute such operations. While not suggesting either side holds an advantage in tactics, the psychological impact is believed to be more profound on the Russian side.
For the foreseeable future, Russia is expected to maintain a quantitative advantage in drones, but Ukraine currently leads in drone innovation, tactics, and technology. Ukraine, facing an existential threat, is prepared for drastic measures, and their tactics tend to be more direct, such as a direct shooter or a car bomb.
In contrast, Russian tactics are typically more state-orchestrated, reminiscent of Cold War methodologies. These involve establishing low-level contacts, extensive pre-operation intelligence gathering and surveillance, and deploying operatives into other countries like Germany. Russia possesses a long-standing, well-established intelligence infrastructure that traces its origins back to World War II and the Cold War era.
