Hawaii Congressman Ed Case Prevails Over Progressive Challenger in Democratic Primary

Congressman Ed Case, a veteran Democrat representing Hawaii, has successfully secured his party's nomination for another term in the U.S. House of Representatives. His victory in Saturday's primary over progressive state Senator Jarrett Keohokalole marks a significant moment in the ongoing internal struggle between the Democratic Party's established wing and its more left-leaning challengers.

Representative Case, who previously served in Congress from 2002 to 2007 before returning in 2018, faced what was described as his most challenging primary contest to date. This election occurred amid a wider trend where several House incumbents have been unseated by progressive newcomers.

Senator Keohokalole, a member of Hawaii's state legislature since 2014, emerged as the leading contender among several primary challengers aiming to displace Case.

Campaign Dynamics and Policy Debates

Both candidates successfully raised substantial campaign funds, though the incumbent, Case, held a financial advantage in his campaign treasury at the start of the race.

Keohokalole's campaign frequently criticized Case for what she perceived as insufficient resistance to the Trump administration during its second term, specifically citing federal immigration enforcement actions.

A notable point of contention arose when Keohokalole highlighted Case's vote in April 2025 for an initial version of the Safeguard American Voter Eligibility (SAVE) Act. This legislative proposal would have mandated a federal voter identification requirement at polling places and proof of citizenship for voter registration, although it included a provision for a written affidavit in the absence of such proof.

Addressing the issue of noncitizen voting, Case stated to Hawaii News Now that he would "never" be a politician who votes strictly along party lines. He clarified, "This has nothing to do with voter suppression. Now, those are fears and there are legitimate fears, and I accept those concerns."

In response, Keohokalole told the same outlet, "It’s a solution in search of a problem. There is no security problem in our election system."

Following this initial vote, Case subsequently joined the majority of his Democratic colleagues in opposing an updated version, known as the SAVE America Act, which would have significantly expanded federal oversight of state voter registration rolls.

Path to the General Election

With the primary concluded, Representative Case is now set to contend with Republican challenger Adriel Lam in the upcoming November general election.

Hawaii's 1st Congressional District, which encompasses parts of Oahu including the state capital Honolulu, is considered a secure Democratic stronghold, holding a Cook Political Report rating of D+13.
